The following example of game play illustrates a possible set of moves by the Granger on the first Game Turn. Background: There are five players: Plutocrat, Robber Baron, Granger, Redneck and Snake Handler. Day 1 Plutocrat: Warren G. Umcluck (charisma: 8) The Granger emails the Snake Handler and offers to support Seersucker on the first primary ballot in exchange for the following platform: The 3rd Rubber Nipple Brigade (Inf.) will be disbanded; the 34th Mounted Bernaise Division (Cav.) will be created; a 30% Faction Tax on the Plutocrat will be instituted. The Snake Handler agrees, emailing that he has talked to the Redneck about this platform, and the Redneck has agreed to it on condition that the new Cavalry unit be stationed in Avalon. Day 2 The Mylantium Times that night reports that the Whigs have nominated Seersucker for President on the first ballot. He will face off against the first-ballot nominee of the Federalists, Smith-Orpington. Day 3 The Mylantium Times that night announces that James Seersucker (Whig-Snake Handler) has been elected President. The Whigs have captured 56 seats in the Chamber of Deputies to the Federalists' 44. As the largest Whig faction in the Chamber, the Grangers take the Speakership. The Whigs have also captured the three open Senate seats in Avalon: these will go to Redneck senators. But in Bicardia the Whigs and Federalists tie. As per the Constitution, the new President chooses the winners: He gives them to the Whigs, and so those seats will be held by Granger senators (the largest Whig faction in Bicardia). This leaves Grangers and Rednecks (though both Whigs) tied in the Senate. Again, as per the Constitution, the President breaks the tie by giving the Chancellorship to the Rednecks. Final composition of the Congress: Chamber Senate Day 4 The Redneck offers the following legislation: A Bill of Finance: Congress hereby levies a Tax in perpetuity of 30% on the Income of the Plutocrat. The Snake Handler offers the following legislation: A Defense Bill: Congress hereby disbands the 3rd Rubber Nipple Brigade (Inf.). The Plutocrat, posting after these have been announced, proposes the creation of a private (i.e., Plutocrat-owned) Federal Bank of Mylantium, arguing in a floor speech that the short-term costs of instituting the new cavalry unit should not be financed by "confiscatory taxation" but by deficit financing that the Federal Bank can provide until such time as "new and better" sources of revenue can be enacted. The Robber Baron proposes a Proclamation making September 18 "National Puppy Day." That evening The Mylantium Times breaks sensational news: Bribery allegations have been lodged against two of the new Senators, one Redneck and one Granger. [Because two players are affected, the GM chooses not to give them the chance to cover it up.] Day 5 The President quickly introduces a Bill to fill the Court: A Nomination to the Supreme Court: The Chief Justice on the Supreme Court shall henceforth be filled by the Snake Handler until such time as that seat falls vacant. The Senior Associate Justice on the Supreme Court shall henceforth be filled by the Robber Baron until such time as that seat falls vacant. Seat #3 on the Supreme Court shall henceforth be filled by the Granger until such time as that seat falls vacant. Seat #4 on the Supreme Court shall henceforth be filled by the Plutocrat until such time as that seat falls vacant. Seat #5 on the Supreme Court shall henceforth be filled by the Redneck until such time as that seat falls vacant. The Granger (as Speaker) announces the deadline for a vote on the nominees: Day 6 at 12:00pm (ET). He emails the GM with his "yes" vote on the nominees. Day 6 The GM announces that the Supreme Court nominees have been unanimously approved by the Chamber. The Snake Handler immediately asks for a Supreme Court ruling: In case new members are to be appointed to the Senate, does the President have the authority to break any ties? The Plutocrat also asks a Supreme Court ruling: In case new members are to be appointed to the Senate, and there is a tie between players, can the tying players decide the question between themselves without outside interference? The Snake Handler (as Chief Justice) sets a decision time of 12:00pm (ET) of Day 8 for both questions. Day 7 The Granger submits the following Supreme Court vote/opinions to the GM: Case 1 Vote: Yes. Argument: The Constitution envisions the President breaking other ties; the current case should be treated as closely as possible to Constitutional guidelines. Case 2 Vote: No. Argument: The tying players are acting in an extra-constitutional manner in trying to apportion seats between themselves. Furthermore, the wrangling that would practically ensue could easily paralyze the government. Meanwhile, he is shocked to see that the Redneck has announced Bill #2 (to proceed under Senate rules): A License of Monopoly: Congress hereby creates and licenses the Federal Bank of Mylantium to the Plutocrat in line with the appropriate Charter. Vote date: 10:00pm (ET) on Day 13. The Redneck has also posted a floor speech saying that he agrees with the Plutocrat's argument that the Bank will be a superior short-term funding source for the switch from the Infantry to the Cavalry units. The Granger emails the Redneck to complain. Day 8 The GM posts the Supreme Court voting results: Vote #1: Yes 4, No 1 The Snake Handler (as Chief Justice) chooses the Granger's opinions as the guiding precedents. As President, he awards the disputed Avalonian seat to the Robber Baron. The new Senate composition: Senate The Snake Handler also posts a floor speech saying that he will use the Presidency to veto the creation of the Federal Bank of Mylantium. The Granger and the Redneck post speeches noting that without the Bank there will be no funding for the new cavalry unit. The Bureau of the Budget posts its forecasts about the legislative impact of the government's program. There will be no tax revenue; if the program is enacted in its current form, the government will face a deficit of $15. Days 9-13 Meanwhile, the Redneck and Robber Baron email the Granger with the following bargain: If he will vote against abolishing the 3rd Rubber Nipple Brigade and in favor of the Bank, then the Redneck and Federalists will support the creation of the Cavalry. The Redneck emails the Snake Handler with the news that he faces defeat on his prime bill and on the Bank. The Snake Handler gives in and publicly withdraws his veto threat. Day 13 Bill #1: Yes; no override That night, The Mylantium Times announces the results of the votes: Bill #1: Defeated 39-61 in the Chamber; defeated 2-4 in the Senate The Times notes that the Snake Handler voted against Bill #2 but did not veto it. Bill #1 was defeated because the Rednecks supported the Federalists and voted against it. Results: The Federal Bank of Mylantium is created as a Plutocrat-owned Monopoly. The new cavalry unit is created. The infantry unit is not disbanded. Day 14 In retaliation for the vote on Bill #1, the Snake Handler (as President) moves both units to Bicardia. The Redneck announces that in the next game turn he will align with the Federalists. The GM updates player treasury stats. The Granger receives income of $35, giving him a treasury of $40. It is not enough to purchase any victory points. He submits no orders to the GM. The rest of the story... The next turn features a mid-term election, so there is no Presidential primary and no vote for President in the general election. The Redneck makes good on his promise and aligns with the Federalists. Whig approval ratings have fallen below 50% thanks to the creation of the new monopoly and the bribery scandal. The results of the election: President Chamber Senate* The Whigs hold the (uncontested) Presidency and control a newly tied Senate, but they have lost the Chamber to the Federalists. (It will make for an interesting Legislative Round, as the Federalists will have the ability to specify one of the three pieces of legislation for action.) In addition, the Rednecks have discarded their old candidate (Franklin Wob) for John Snok, Jr. (charisma: 5). If the new alignment holds, it is reasonable to expect that the Federalists will capture the Presidency (probably with the Plutocratic candidate, Warren G. Umcluck) in the next election while keeping the Chamber (with a Robber Baron Speaker); the Senate will likely remain tied, but the Federalist president will name a Federalist (Redneck) Chancellor. |
