      Faction Overview
 

Just as in the real world, not everything is in the control of the players. Sometimes the unexpected occurs.

When Players send in their General Election vote, they must also include a number between 1 and 9, inclusive, to be part of the "randomizer." To the sum of these submissions the GM will add a roll of a standard 6-sided die. Based on this number (the "Result") he will make the following determinations:

He will divide the Result by 5. If there is a remainder of:

If there is no Event, then play proceeds as normal.

Event: Supreme Court Vacancy
If the GM's die roll is a 6, then he disregards the Vacancy Event. Otherwise, if the die roll is

  • 1, then the Chief Justiceship on the Court becomes vacant.
  • 2, then the Senior Associate Justice seat becomes vacant.
  • 3, then seat number 3 on the Court becomes vacant.
  • 4. then seat number 4 on the Court becomes vacant.
  • 5, then seat number 5 on the Court becomes vacant.

Event: Crisis!
If the Result is even, then a Scandal! erupts. If the Result is odd, then a Poltical Crisis! unfolds.

Events: Scandal!
The GM divides the Result by 7 and cross-references the remainder with the Scandal! table below. He then emails the Player affected by the scandal telling him of the fact. The Player then responds either with a Cover Up or by acknowledging the scandal.

If he acknowledges the Scandal!, then the Scandal! is announced in The Mylantium Times and the Penalty immediately assessed.

If he tries a Cover Up, then he tells the GM how much he is spending from his Treasury to cover up the Scandal. This amount must be between $5 and $25. If the amount he spends is less than the sum of the four highest submissions that went into the Result (including the die roll), then the Scandal and Cover Up are both revealed. The penalty that goes with the Scandal is assessed and Revolutionary Fervor rises by 1 point. If the amount he spends is equal to or exceeds the sum of the four highest submissions, the Cover Up is successful and no penalty is assessed.

If the Faction in question is not in play, the Scandal is automatically revealed but has no effect on play.

Penalty: Faction with the largest number of Senators turns over 1/2 of his Senators (rounded up; his choice of seats) to the largest Faction in the opposite party. In case of tie, each of the tying Factions gives 1/4 of his Senators (rounded up; his choice of seats) to that Faction in the opposite party which has the most votes in that Territory.

President Linked to Sex-for-Pirated-DVDs Scandal!
Penalty: Faction that holds the Presidency loses his Candidate and is given another. The Presidency immediately passes to the next largest Faction in the Party. If there is no other Faction in the Party, it passes to that Faction in the other Party with the most national Faction Votes. In case of any tie, Player losing the Presidency designates his successor.

Event: Political Crisis!
The GM divides the Result by 11 and cross-references the remainder with the Political Crisis! table below. He then announces which Political Crisis! has occurred and frames the appropriate Legislative proposal to remedy it. The specified Penalty goes into effect if and only if the Legislation is not passed. If there is no Legislative remedy, the Penalty is automatically assessed. If the affected Faction is not in play, then the Crisis is ignored. In the case of outcomes 4 and 6, the Legislation may be reintroduced in subsequent Congresses. It cannot, however, be introduced until the relevant Crises occur.

In cases 4, 6, 8, and 10, if the Territories are admitted, then these Crises! are ignored in future play. If the Territories are not admitted, these Crises! may reoccur.

Losing a Candidate
The GM divides the Result by 9. If the result is divisible by:

  • 1, then the Plutocrat is given a new Candidate.
  • 2, then the Robber Baron is given a new Candidate.
  • 3, then the Granger is given a new Candidate.
  • 4, then the SnakeHandler is given a new Candidate.
  • 5, then the Redneck is given a new Candidate.
  • 6, then the Brass Hatis given a new Candidate.
  • 7, then the Prole is given a new Candidate.
  • 8, then the Bureaucrat is given a new Candidate.
  • 0, then no Faction is given a new Candidate.

If the Faction in question is not in play, then no Faction is given a new Candidate. Charisma: The Result is divided by 13. The remainder +1 is then assigned as the Charisma of the Faction's new Candidate; if this sum is 13, then the Candidate's charisma is reset to 7. The Faction gets to make up the name, but a list of possible names is printed below. The GM reserves the right to use any of these names (if not in use as a Candidate) as the name of a Speaker, Chancellor, or Supreme Court justice. No charisma will be assigned to any such figure.

Events: Conducting a War
The GM divides the Result by the number of players, multiplies by 2, and rounds up to the nearest whole number. This gives the Victory Conditions.

The GM divides the Result given each turn by 13 to determine the randomizer that he adds to the military units being contributed to a war effort. If the remainder is:

  • 1, then the randomzer is -6.
  • 2, then the randomzer is -5.
  • 3, then the randomzer is -4.
  • 4, then the randomzer is -3.
  • 5, then the randomzer is -2.
  • 6, then the randomzer is -1.
  • 7, then the randomzer is 0.
  • 8, then the randomzer is +1.
  • 9, then no randomzer is +2.
  • 10, then no randomzer is +3.
  • 11, then no randomzer is +4.
  • 12, then no randomzer is +5.
  • 0, then no randomzer is +6.

The same result is applied to the Approval Rating by the GM at the end of the Business Phase.
